I don't believe they would joke about something so serious, so no doubt in my mind.
We only have to search this forum to find lots of posts about dogs becoming ill after vaccines and bootsers.
I recently had my dogs titre tested. One of the dogs results were not what I'd hoped and although his titre was really high for distemper in 2000's it was low for parvo (only 4). Unfortunately the vet wouldn't vaccinate for parvo only unless I purchased the whole box of vaccines

I phoned around and it was the same with all the practices I spoke to. They would happily give the combined booster that was NOT necessary.
I have since found a homeopathic vet who practices both homeopathic and conventional, she told me that for some dogs Parvo vaccine does not take and even if he had a vaccine for parvo this year in a few weeks his titre could be low

So he is now on homeopathic nosodes and I'm glad to say I feel happier, he is healthier and I've also found a kennels that will accept nosodes if administered by a vet YIPPEE!!
The moral of my story is if you can't find what you want in your vet, search around until you find one on your wavelength who will listen and is not blindly injecting chemicals into your dogs that they don't need!
