Has he been shown at all ? Also has he had all the relevant health tests done for the breed ?

Can I ask why you want to put him to stud ?

The usual thing is for bitch owners who have seen him doing well at shows and liking him asking to use him at stud.  This would not be until he is adult and fully developed, and has passed any health screening relevant to the breed.  Most people will prefer to use a proven stud and or experienced stud dog owner, who can point out the good and not so good traits in the dog and it's ancestors, to try to ensure the best possible offspring are produced.  The stud dog owner would also need to be familiar with the bitch liens to, so usually stud owners are the most experienced of breeders to..

Should I offer my dog for stud?

I have a toy breed stud boy (all checks done), but I certainly didn't start using him at 8 months.  Although the breed is sexually mature very young, I feel that it can be so easy to put an inexperienced dog off for life.  You only need a dominant bitch to give him a good telling off, and the harm is done!  It's a good idea to have an experienced, lovely natured bitch to mate first time around.  I recently took one of my girls for mating, she wasn't quite ready, and did make a half hearted attempt at growling at the stud dog.  However, the stud dog owner was very professional, and his boy had every faith in his owner (which is as it should be.)  Owning a stud dog isn't just a case of letting your boy meet a bitch, and hoping that it will just happen.  You need to know that you can assist your dog, and that he will let you.

Arent you supposed to wait till the dog is at least a year and a half if not 2 years old before you stud?

I don't think there are general hard and fast rules re age although some breeds prone to certain inherited / genetic disorders may have guidelines.

For most breeds I should think the important criteria is that the dog has reached the age and had carried out recommended health screening (with good results) which for eg in HD is 12 months + before x-ray and score could be confirmed by the BVA.

As pointed out by other posters it is important that a young stud is handled by an experienced stud owner and introduced to a bitch of suitable temperament tolerance to put up with perhaps naivety / hesitant or OTT attempts on his part :)
