I have a toy breed stud boy (all checks done), but I certainly didn't start using him at 8 months. Although the breed is sexually mature very young, I feel that it can be so easy to put an inexperienced dog off for life. You only need a dominant bitch to give him a good telling off, and the harm is done! It's a good idea to have an experienced, lovely natured bitch to mate first time around. I recently took one of my girls for mating, she wasn't quite ready, and did make a half hearted attempt at growling at the stud dog. However, the stud dog owner was very professional, and his boy had every faith in his owner (which is as it should be.) Owning a stud dog isn't just a case of letting your boy meet a bitch, and hoping that it will just happen. You need to know that you can assist your dog, and that he will let you.
