A stud dog will usually know if a bitch is ready, or 'gone over'. If she isn't presented at the right time then he will not want to mate. I even know a dog who who sniff the bitch, give the owner a looke and walk away. As if he was thinking 'Been there, done that, don't need to do it again!'

;)
My bitches have all had litters after only one mating, so don't worry. I'd wait until the 9 weeks are up, and if she hasn't had pups it's up to you what you decide to do. Most stud dog owners would offer a 2nd attempt at the next season, free of charge. As to returning the fee, I wouldn't expect it to be returned to me if she failed to produce. After all, you are paying for the SERVICE, not a litter of pups. It might not be the dogs fault that puppies are not forthcoming. One of my bitches was srved twice as she didn't fall pregnant the first time. I went back for a 2nd attempt and still didn't have pups. No money changed hands the 2nd time, but if I had gone back for a 3rd attempt I would have expected to be charged again. I had already dediced not to try a 3rd attempt so it never really came up in conversation, but why should I get 3 attempts, but only pay for 1? JMHO. :)
