Submissive urinating is quite common in Gundog pups in my experience, usually those that are just too anxious to please. without meaning to be rude with so much going on in your life this may be compounding the pups problem, as it will feed on the anxiety in the household and not know how to do 'right'. a puppy takes a lot of time and commitment and training! They are pretty full time work (any breed) until at least two years of age, by which time if you have been diligent with their training an upbringing they will start to become the kind of companion I imagine you were hoping for.
There really isn't a short cut, people simply do not often offer to sell a well trained adult, some rescues that have lost their homes due to death of their owner maybe, but a lot are given up because the owner has not realised the amount of training and time needed, and they are still in need of the same work as a pup!
The breeder if responsible should be willing (no eager now that your situation is so difficult) to have the puppy back to put into a very calm home with laid back people with lots of time and patience!
