they look like a combination between Chi's (they are both short and longer coated) and Min Pins (re colours), possibly English Toy Terriers, they aren't recognised in the UK, don't know if there are any in Ireland.
You do see them advertised now and then (for mega bucks -four figures) on a certain wellknown (or should that be infamous?) puppy website. I have also seen ads in Dog World at some point.
There is such a breed, looks like a Chi x English TT, it is recognised by the FCI but I am sure it is very sparse here and I would be a bit wary about buying one in the UK far better to import from a country where there are good numbers and some animals of quality.
Yes, I agree on exercising caution when certain crosses might produce a similar looking dog. I'd imagine there'll be a Russian organisation that can be contacted for information.
Quick search has not shown any clubs (a group of people inc. some who breed) in the UK although there may be a breeder who has taken it on themselves to start their own club, not ideal if you are wanting unbiased info.
They are FCI recognised breed, group 9, official name is Russian Toy (FCI ordered to drop the terrier word) and 20-28cm tall and 1-3kg in weight, have been bred in Russia for over a century. dont think there are any real russian toys in the UK so..

There is a kennel in Ireland breeding & showing Russian Toys, called Hotratz. I've seen ads in show papers and online. Know nothing about them as breeders or personally but they did have a litter for sale earlier in the year on the name stood out!
