
We do need to put things in perspective.
Our children are vaccinated at 3, 4, and 5 months (well that is what it was when my youngest was a baby and it was 3, 6 and 9 months with the eldest).
We don't keep our babies away from people until they are fully vaccianted, though of course we would nto take them somewhere if we knew there was illness around.
we keep our kids away from relatives when there is an outbreak of measles Mumps etc, we get letters home from schools if there is an outbreak fo anything contagious.
Puppies under 13 weeks should not be getting much in the way of lead walking anyway, trips away from home are about socialisation, which can be done perfectly well by avoiding high risk areas, meeting lots of people and things, and dogs whose health status is known.
If like most breeders you have other dogs then they are not being kept in Quarantine until the pups vaccinations are complete (certainly don't confine all mine when we have puppies, though avoid the parks, and stick to road walking).
