So this is
not a case of the KC registering a litter from parents that should have been scored but are not.

she hasnt reg the litter with the kc because there was a dispute over endorsements , she had them lifted but couldnt reg pups cos she didnt have the stud dogs details . owner refused to give them ? but when endorsements lifted kc queried that no health checks were on file for the bitch and could she plse forward them on (which as i said before she hadnt got them cos none had been done ( i have actually seen the letter from the kc ) , then she applied to the abs and had membership granted , i agree they dont have crystal balls but they must be able to cross reference when a breeder applies and be able to check any correspondence , it is not the only breed she has and none of her other breed have been scored but she has produced 5 litters (all of which have been kc reg) ok before she applied,
they must be able to check these things before granting abs membership or are they saying its ok if you follow the recommeded health checks now and forget what has gone before

You don't need to do the health checks before you join the scheme only before you register a litter and the fact that they queried it when asked to lift the endorsements suggests to me that they are checking up on things.

I would say so yes. The point of the scheme is to raise breeders standards.
