According to the breed standard they should be either untrimmed or have their feet and muzzle slightly tidied up, with the coat left 3 to 4 inches long.

Yep, they should be scissored. I used to trim pets about 3" all over, with the typical Bichon head, every 6-8 weeks. They don't have the bodies to be clipped - they look really awful if you've ever seen a clipped Bichon!
