The litter registration form says quite clearly that endorsements can only be put on at the time that the dog is in the breeders mownership. Because there have been problems over endorsements, for some years now the Kennel Club have advised that the breeder should get a signature on something in writing about the endorsements, so that the new owner cannot later claim they were unaware.
Could it be that your freind did not transfer the bitch into their name (I find going through the BRS info that only around half of my pups new owners ever bother with the transfers), and when they belatedly did, they found the endosement to be in place?
If not, and it is as you say contact the KC to inform them that they have made a mistake.
I asked the KC last year to remove endosements from four of my breeding (my own Champion bitch, her intended suitor, and two other bitches who have been shown and are going to be bred from, after they had good health test results). I had it confirmed that these were lifted.
One of the new breeders applied to have her new affix added to her bitch's name before her litter were born, and her papers came back with the addition, and the endosement back on!!!
I contacted the KC and a mistake had occured when someone had not checked tha the endorsement had been lifted when changing the bitch's registered name.
Mistakes do happen!
