I can see your point of view - but, once sold, a breeder has no rights over the dog so there is no requirement for the 'previous' owner info to be kept :( I can't see anyway that the law would require this info to be held, so it's down to the breeder to try to sell responsibly (which most on here do :) ) and do as you do and tattoo as well :) Of course, it would be very useful if the new laws
required all breeders of dogs to be responsible ultimately for their puppies, but this has all to be taken in the context of dogs being treated in the same way as a car/piece of furniture etc :(

I'm not sure how this actually works under the law ?? Does it only apply once the normal seven day period of holding a 'stray' ends ??
