I assume you mean conditioner - a shampoo won't condition.... what conditioner are you using at the moment - I have the opposite trouble, I am always looking out for conditioners that will weigh down a fine fluffy silky coat (hard to describe, shes an afghan x saluki) and rarely any I've tried are heavy enough!
Also what sort of cut are you trying to achieve on this particular dog - it may be that her coat is not correct and you won't ever achieve what the client wants, or perhaps it is a little long, and taking it shorter would let it stand up/out more than it currently does?
I have to say from my experiences around the showring, those amazing, eye-catching Poodles in the ring are usually (ducks from the incoming masses of irate poodle people) wearing several cans of heavy duty 'strong hold' hair spray to achieve and keep that volume in the coat. It wouldn't be the first time I have come across an owner attempting to achieve something with just a cut, shampoo and condition that is in reality, achieved with what is practically spray on glue, or expecting a dog to naturally look like those in the show-ring.
