Sounds as though it might be the start of cateracts, these will look like a cloudy film over the pupil. The green tint though is common. Dogs in photos often have "green eye" rather than the human red eye. Infact depending on the colour of their tapetum it could be yellow, blue or red.
Once advanced they can be operated on but there are products that claim to help sort them out before they get that bad.
One product is Angels Delight- I actually use it as a tear stain remover but it says that it also helps with cateracts. To be honest I don't know if it does- It is excellent as a tear stain preventer and I tend to trust the makers having used other natural products that they make. Might help with the cateracts and the eye bogey at the same time.
