Yes, I suppose a bitch could have mastitis without having a temperature.
If you check the whole undercarriage, and find no harder, warmer, redder or more tender parts, I'd say it's not mastitis. It's normal for a bitch who's had a litter two days ago, to do quite a bit of panting. It's the uterus contracting, painful but nothing dangerous.
The Calcium levels are usually not anything to worry about until the litter is somewhat older, consuming large quantities of milk. But of course you can never be sure, it's always something to consider if a bitch is uncomfortable in any way.
Try giving her something light and tempting to eat. Maybe add some glucose to her water. And give her the food in the whelpingbox, she won't want to leave her pups, not even for eating. All drink and food is served with the bitch laying down with her pups here, I even have to put the lead on to make my girls have a quick toilet break in the garden ;-)
