at a ringcraft I used to go to many moons ago there was a pug "family" and all the bitches did the same - looked very strange but comical too LOL.
I'd certainly not permit it at home though - not so cute indoors really, where a pee is a pee is a pee! I wouldn't be concerned about it being a medical issue but do believe it is partly behavioural - scent marking and basically trying to get the scent higher up because of the physical size of the dog (assuming here yours is a toy breed of course and not an IW or something

) Pay close attention to it from a house training POV and a firm "ah, ah" if she looks likely to do it and then whip her outside ASAP. Lots of praise when she does it outside but perhaps fall short of convulsive laughter at her antics as it will probably encourage her LOL.
It may also be she is coming into season so "marking" more too .....
