Is there anywhere that I can get details that shows the stats on health checked Sires and Dams that have had litters registered in any set period ?

Not for the UK, as our KC don't have an open database. 

Koiranet http://jalostus.kennelliitto.fi/frmTerveys.aspx?R=122 the Finnish database of registration etc records has all that kind of info (the link is Labradoer health results). so if it is just a guide to prevalence and ranges achieved by parents that are tested then why not have a roam around it.  Just choose your breed and go from there.

Does the Finnish KC have any regulations on health check requirements of dogs when breeding as Sweden do ?

Not sure but found it fascinating, you can extend pedigrees as far back as they have info inbreeding co-efficients are shown, check siblings half siblings offspring, mates, all major wins etc.
