
Yep I'm with you re the Beagles, and I quite forgot the excruciating Sammy bark, would drive me up the wall. Samms definitely yap, but I would only apply yappy to small Spitz breeds the bigger ones either bark or in the case of sled dogs yodel or howl.
My breed are required to have a carrying bark so that a hunter can locate them and the Elg, but this should not be random and uncontrolled, but when they have a moose at bay they are to keep the barking up until the hunter arrives and would be expected to keep it up for an hour or more at hunting trials where the hunter doesn't actually shoot, but when trailing the Elg they are meant to be quiet, so an indiscriminately noisy dog is not wanted.
So in my view it is a training issue, if you know the breed are vocal then this area has to be addressed more than with a breed that hardly barks.
