You could try the charity shops for something sheepy like that then find/make a plastic or paper sheep mask and black socks for legs.My son wanted to be a warewolf for Halloween and I found a grey fake fur coat for a couple of pounds that we turned in to a costume.
Nothing to do with childs costome but friend had a Border Collie and a daghter aged 10ish who liked fancy dress classes in exemption shows, we made a coat for him from a sheepskin rug and he won as a 'sheep-dog'
I was aksed to make a camel costume last year for a friends 7 year old in the "winter play" (no nativity, not PC enough!) As it had to be done very quickly I just got some cream fur fabric and made a sort of tabard effect front and back, and made a very simple sort of balaclava for the head, with ears, then mits and sort of socks to put over shoes for the hooves in black felt. If the head wear is beyond you, just some ears on a band should do it.
