Standing out in our local paper, because its such a huge advert!, is the above ad for puppies. It states they are docked......are these a docked breed then?

No and docking (except dogs that are going to do gun dog work) docking has been banned since early April.  One of the most characteristic features in all Spitz breeds is the tail

*most* spitz breeds - vallhunds are spitz breeds and don't always have tails - and when they do they aren't always a full spitz curl.
