If your girl is carring her pups high does it mean that it it a small litter.

Can be but not necessarily.  Some bitches that seem big have small litters yet some that barely look pregnant surprise their owners.  This is more likely with a maiden bitch whose muscles have never stretched with pregnancy.

Sad to say my girl lost her pups, took her on day 51 to be scanned as thought something was not quite right. Vet scanned her twice and found her empty. She was pregnant when i had her scanned on day30. Vet said i could mate her on her next season do you all think she will carry them alright next time

My girl aborted her mummified pups on day 49, after a long course of AB's she was mated next season and went on to have a litter of 8 healthy pups.

Was there any discharge, or puppies aborted? I would have thought that there would be some sort of show at 7 weeks. I don't want to build up your hopes, but could there still be a pup or two left, hidden up high? I had a bitch have a scan and I was told there wasn't anything there and she went on to have a singleton pup. I'd expect the worst (no pups) but be prepared, just in case.
