My Friend has a poodle pup age12 weeks, she lives in a downstairs flat of a block of four.The couple above have a cross breed and a Akita, it would be great if the dogs could get on as they will be meeting up alot as the garden is shared,would it be better if the dogs meet up now while Rosie is still young, my friend does not trust the akita?

If your friend does not trust the Akita, then she should never let her puppy near it!!!!

And preferably never let her dog near it when it is older either!!!!  It is always better for dogs never to experience aggression, particularly during the socialisation period.
