could you tell me when my bitch should come into season again she had her puppies on the 13 october 2006

It will depend on how regularly spaced her other seasons have been before she was bred from -  i.e. was she like clockwork every 6, 9, 12 months for example?   Bitches can vary the dates by a few weeks after a litter but her previous body clock is the best thing to go by.  If you're still concerned, contact her breeder and seek advice if there is a specific pattern in her bitch line post welping.

I can never remember do you count from when she was in season last or when the pups were born?

yes you count from the last season and from your date of when she had her pups and when her season was if she is 6 months apart it either should have happened or about to happen but some girls will season a little later if they whelped

Yep mine are usually about 4 weeks later than if they hadn't had pups.  Other bitches don't miss a beatr and come in on time regardless, so that often means when their pups are about 14 weeks.
