I suspect pedigrees cost more to insure for the two reasons mentioned so far:
1) they are more likely to be stolen
2) they are more likely to have been bred for profit with no regard for health out of a puppy mill or home breeder

I belong to a U.S. forum for my breed, Cairns.   Well bred Cairns are one of the healthiest breeds around, which is one of the reasons I originally chose them.   The Cairn forum is full of messages about Cairns with horrible skin allergies and various serious medical conditions - ever single one of these reports is from a Cairn bought from a pet shop.  You would think people get the message, but they do not.  Insurance companies do.

Now here is an idea.  What if the Insurance companies could be persuaded to give a discount on premiums for pups from health tested parents, and another one when the animal is health tested itself.  similar to discounts if your house has an Alarm etc.

This would

1) encourage people to buy pups from health tested parents, and

2) ecourage even Pet owners to health test their dogs,

thereby giving a lot more relevant information on health for everyone.

Although I quite agree with your suggestion :) - unfortunately it might dissuade people from rescuing dogs as the insurance premiums would be high :(
