 Normally at around 6 - 8 weeks but may be longer.  You can help them along by gently clipping any excess hair off the outside of the ears and plucking out any hairs from inside the ear.  They may go up and down while the puppy is teething though.  Until the pup has finished teething it might be an idea to leave them alone.
