My Doberman female puppy is 9 weeks old (turns 10 weeks on Wednesday). I take her for 2 walks of about 10 - 15 minutes each per day. She does have some more exercise chasing my preschooler at home and playing with me, but it's not anything strenuous. Is she getting enough exercise?

In my opinion yes. But some others would say no. Just be sure that the pup gets enough rest inbetween the exercise and mad moments. Has she had all her jabs? Be careful where you walk her if she hasn't.
She had two vaccinations and her third she'll have mid December. Her breeder said it was okay for her to go out now, just to keep her away from other dogs and their poop.
She sleeps a lot during the day.

Personally I stick with the 5 mins per month of exercise per day rule, works fine for me. My latest puppy, a 10 month old GSD gets no more than 50 mins of what I would call exercise.
However he does what he likes indoors/in the garden and has several training sessions a day of approx 3 mins each.
My 7 month pup gets 20-30 mins in the morning and 20 mins in the evening (all on lead) but runs around in the garden midday for a little bit,
