Anywhoo.... my dog keeps pulling the fur out of his tail!

i cant see a reason why he does it.. he's not bored.. not dirty on his tail etc etc etc.. the vet said his glands could have been annoying him (the smell) so she squeezed them out (or something like that i cant quite remember what she said) But he wont stop doing it!!!

Anybody know?
