
Where your going wrong is not realising he is a baby. tiem out for an hour won't mean a thing to him, as beyond a few seconds to minutes he won't understand or rember what it was about.
As for housetraining you will get much better results taking him outside. The puppy mats are only a stop gap measure anyway best used for emergencues, travelling etc. You should TAKE him outside and use a word to tel him to go, and then praise when he does. Do this solidly every hour while he is awake after meals and on waking or after any excitement.
Pups only way of palying is with their teeth, and if you allow them to get over excited they will play rough. You need to keep him calm(hard with the two breeds involved), and redirect his play to ssomething more appropriate, like a tug toy.
He needs trainign as he knows about as little about right and wrong and what is expected of him a s a human baby. the only way he will learn what you want is if you show him, or wait for the behaviour you want and praise lavishly.
In general avoid or ignore bad behaviour. Actually there is no bad or good, it is acceptable or unacceptable, but all the behaviours he displays are natural, and so he needs to learn which behavuours will get him rewards, so that he repeats them, and whih are unrewarding so not worth doing.
The biggest reward for a pup/dog or child is attention, andy attention. the reason many dogs/children act up is it gets them attention, as sadly we rarely give them as much when they are being good :D
