I have a puppy thats four weeks old. He is quite the glutten and is very fat. I am concerned about what this is doing to his joints etc. What can i do to reduce the rate of his growth?

He will loose his chubbiness as she grows.  I would never restrict a baby puppy as they grow so quickly.  After 3 monthsd if they are still a bit weighty I just wouldn't up their food until they had grown into their size.

Is this puppy part of a litter? At the age of four weeks you must just be starting weaning and I can't stress enough that you should not restrict this puppy's food intake. He needs his food for growth and development, give him as much as he wants.

Don't worry in the least - he'll be fine once he's 8 weeks old. Often a litter of pups can vary alarmingly in size and they even out naturally as they grow. I've sen puppies so fat up to 4 weeks old that they look like a beanbag with a leg at each corner! Don't restrict his food, but make sure the others get their fill if he pushes them out of the way.
