How old is she? Do you take her to training classes? Do you meet other dogs on your walks that she gets to play with? I've found the best way to steady a dog's interest in other dogs is for it to meet lots of them on a regular basis. That way they lose their novelty value.

Gentle leader is a great tool, you can find them in any pet shops, there safe, humane and gentle(hense the name).  not too expensive and it's just like a head collar for a horse.  i have one for each of my dogs because as well as lead walking it calms the dog down having a strap at the back on pressure points to release happy chemicals!!! have more controll and get one- most dog shops will also fit them if you ask and if you don't there is a really helpfull booklet to help.  the gentle leader has won a number of awards and my dogs have now learn't to walk to heel.

hope this helps
