My puppy hasn't even been in the house a week but I have already noticed a certain habit forming. I take her out all the time using "outside" as the command word when going outside to go to the bathroom. When she is outside she will just sit at my feet and not go despite my best efforts. Immediately when we come back in she runs and heads for a rug and starts to do her business on there. So I do the typical "bad dog" and stop her to take her back outside but she doesn't go then!!! Any suggestions on making this house breaking thing a little easier?

Also, I have puppy pads but I'm not exactly sure where to put them or how to make her use them?

Do you reward her for going outside the instant she's done it?

You have to use the chosen word when she is performing other wise she will just think like us, outside is outside not going to the loo.:-)

I'm no expert on this but when my mum first had her pup and he was going in the house she put the pads in the places where he liked to wee.  Almost right away he wee'd on the pads and he knew that was OK and she kind of moved them nearer to the back door and he used them (she still took him out to the garden as well after food etc) and then when she eventually lifted the one at the back door the dog started asking to go out (whining at the door).  I think this took about 6 weeks or so altogether.  There were still mishaps but she didn't seem to have too much trouble with him at all.  She was, however, at home with him all the time so could see when he needed to go and could spend time training him.

Don't use puppy pads as otherwise straight from the start you're teaching your pup to go inside your house. They make life easier for you at the start but can cause problems later on as you've just trained your dog that it's ok to go in the house. Start as you mean to go on
When you take your pup out into the garden walk round with the pup. This should encourage bowel movement and the pup should go.  I personally would use a different command 'wee wees' and 'be clean', only because your pup will probably associate the command 'outside' with going outside. You want a command for the action of toileting.
Stay out in the garden however long until the pup goes and when she does, give her lot's of praise.
If she has an accident in the house, don't scold her but take her out into the garden and again give her lot's of praise when she goes.
In terms of her following you in the house. Bear in mind she has just left her original home and has now got a new home. She's sticking with you because your the most secure thing she has in her life. You love her, feed her, play with her. Why would she let you out of your site.
Stay out in the garden and when she has more confidence to explore the garden while she has her back turned, move slowly back into the house.
Eventually she will learn that its safe in the garden even though you are not there.
You've only had her week. Let her find her feet and get settled.
If she's making for your rug every time then she probably smells her scent on it. Give the rug a good clean and put antiscent spray, or for the time being remove the rug.
Stick with it. Housetraining can take a long time with some dogs. At the age she is now, she's a weeing and pooing machine. Stick to the basic rules and take her out in the garden every hour on top of the usual after food, water, play, sleep etc.

Very important: do NOT tell her off when she is doing her business inside the house. Just pick her up and carry her out. She will think it is wrong to do it at all, full stop -she won't understand that it is bad in one place and good in another.

Good point, however, clapping hands or uhuh noises are just as effecting in stopping the flow, enabling you to shush puppy outside ;)

Totally agree with Goldmali, she will think its wrong to go whether its inside or outside.
I've picked mine up dripping and ran outside and seen me standing there an hour waiting for the remainder.
Make yourself a cuppa, get wrapped up and go outside with a handful of nice treats for when she does go.
It won't take long if the treats nice and lots of praise.
I had a problem with mine only ever wanting to do it at home and not in the park on her walk.

if you push the tail between the back legs when you pick them up, usually stops the peeing straight away :D

Make sure when you clean the area wee'd or poo'd on that you clean it with BIOLOGICAL WASHING LIQUID/POWDER and finish off with a dab of diluted vinegar ;) that way you will have eliminated the smell that is the cue to 'GO HERE' :D :D :D
