What can be done about dodgy con artist breeders who put up false adverts saying pups are registered to drawn you in & use many different way and excuses to stop you having the KC papers when you buy & dog or pup?
DONT buy from them and advise everyone else to do the same. :(

For a start, don't accept excuses for not giving the papers, no papers, no puppy, no money ;) Kc registration is NOT expensive (£12 per pup) and if the dogs are advertised as such then they should be sold with papers. Trading standards might be interested if you have a copy of the advert and papers are not forthcoming ;)
If the breeder is genuine and the papers are delayed, they will be willing to put it in writing that the papers are to be sent on to you when they arrive from the KC. This is pretty rare tho and the only circumstances I can think of is waiting for the litter colours to be apparent, but only in certain breeds ;)

my sister brought a gsd pup 8 months ago we were told he was kc reg but after she brought him home she found out he is not kc reged but trials reged
THe only people that will try and help is Trading Standards but you need proof. Contact the breed club of the breed too as you may find out that you're not the only person who's been done and the more the Club can compile the more likely it can do something to help.
DON'T ACCEPT DOG LOVERS REGISTRATION papers either as they're not worth the paper that they are written on!
