If these two dogs are to be used as the parents of the pups you won't be able to register them, to be able to register your pups, BOTH parents should be KC registered.

A reputable breeder wouldn't 'sell' you pedigree papers. They should come with the puppy.
The breeder is the only one who can register their pups with The Kennel Club.
If one parent isn't able to be registered, then the pups cannot be registered.
It would be difficult to check ancestors' health/temperament when a dog is not registered, which is just one of the reasons why they should not be used for breeding.

Do you mean blank pedigree forms?

I think you have misunderstood the Kennel club. You cannot buy papers. The breeder should have provided them to begin with.

Hi,
Are the dogs Registered in your name? If not you must start there,
Ask the breeder for transfer of ownership forms.

Right
from your post I beleive you have one registered dog and one unregistered. You intend to breed and want to know how to register the pups?
OK....you can't is the simple answer.Only pups bred from 2 registered parents can be registered with the KC.
You should complete all neccessary health tests on your dogs before breeding them and should research bloodlines etc.If your bitch is KC reg then it may be worth you having her assessed and then finding a suitable stud if she is good enough and passes her health tests. It is not recommended to breed from unhealth tested ,unregistered dogs.

The Kennel Club will only register puppies if
both their parents are already registered (and of the same breed!) with no endorsements on the registration.
If one of your shih tzu's is unregistered you will not be able to register any puppies at all.
Please note that this breed has big problems with hernia's too. You need your dogs to be checked over by a vet and any health tests necessary to be carried out by someone qualified.
Really I would advise you not to breed from them as one is not KC registered. There are a lot of your breed at the moment being bred without papers and I'm actually shocked at some of the people who are allowing their stud dogs to be used!
