How can I stop this? My dog is a Cocker Spaniel, hes 4 and a half months old and in the last month or so has started weeing at almost anything, all I have to do is go near him, look at him, speak to him and he wees. Its not like its only a small amount either, even after hes been out to the toilet he still does it. What could I do, is there any specific reason for him doing this or is it just bad bladder control? Help, my carpets are starting to smell!

When you great your dog don't look him directly in the eye , stick out your palm and let him sniff it then slowly progress from there.

First thing I'd do is get the vet to check him out. Submissive/excitable widdlimg is common in young (and some not so young) bitches but the plumbing arrangements mean that it is less likely in males.
Don't panic, it's completely normal. It's a puppies way of saying I'm little and a baby, please be nice. Sort of submission really. They do grow out of it, although the more emotionally stable their earlier years the quicker that happens, or so I have found. Six months ago, when I first got my youngest, who is now 14 mths, he used to pee every time someone spoke to him. Now he only does it occassionally if he is really excited and hasn't been out to the toilet for a while. But then he didn't have the easiest or most secure start in life. The first only peed out of fear (rescue, v. badly treated) and the next I had from a pup and he grew out of it by about 12 weeks. I think the best thing to do is ignore it, just clean it up and don't say anything or else he may worry and get worse. :)
Edited to add, I have only ever known one bitch pup to do this, every male I have met has done it, just goes to show! :)

Its nice to know its normal. I will give it a bit longer, if this continues r shows no signs of stopping, I will take him to the vets to be checked out.

Our male Akita was about 9 months old before he finally got his bladder under control. That's a lot of wee, so we always made sure he met people when he was on the quarry tiles :D . He's the least submissive dog in the world, he just loves the whole world so much that the excitement was too much for his bladder to stand! :o

My Yankee used to dribble whenever he was allowed in the lounge, which of course made my OH rather less than keen to have him in there. But I pointed out that if it was always an exciting event it would never get better, and we persevered and it stopped in the end.
