Max is a 2 year old rescue dog and we have had him for 3 months.  He lives with us and Oscar (12 years old, x lab) and both dogs have accepted each other since day one. His previous owners put him into the home as they could "not cope" though there are no notes as to what the difficulties were.  The home described him as "timid" but he generally a good dog at home and we were please that he had been given basic training which we have continued at dog school.  However, recently when out on the leash he has been straining to meet other dogs; sometimes he is friendly but more recently he has barked and attacked the other dog.  He can spot another dog across the road and make a bee line for them for no reason. A perfect example today - big fight and much embarrassment.  If he can't get to them then he will bark and almost scream, straining at the leash. This morning he was very badly behaved and would not heel and I did have to shout at him several times, though I never hit him.

You are right to not hit him, as that simply shows an out of control owner :P

He needs help, which rescue did he come from? Some have behaviourists and trainers who will give back up.
