Bitch breeders are the ones that choose which males will produce the best puppies when mated to their bitches. they can afford to be fussy and will be chosing those that have proved to be outstanding examples of their breed at shows, adn to be producing winning puppies as close to the standard as possible.
So the answer is get your dog seen at shows and if he is better than his rivals then peopel will ask about using him. You will need to learn all about the breed and the bloodlines and dogs behind your dog and those of the bitches likely to be interested, this can take a lifetime :D
Why not contact the bred clubs and your dogs breeder for advise and to act as mentors.
Also read the first post on the breeding forum it will giveyou lost to consider.
The Health tests we mean woudl be those specialist ones like Hip Scoring and Eye testing doen by specialsits under the schemes to help eliminte hereditary faults. A health check from your GP vet is not what is meant.
