she thinks thaty they both agressive

the Gsd is wants to play as well
when out with me she
sees anoher dog and she just barks at it

To be honest, if the owners disagree about the 'problem' how can anyone who hasn't seen the behaviour possibly suggest a solution?

You're not really giving the full picture for us to understand could you explain more?
You said he is copying the older dogs behaviour but now you are saying he's just playing?
