I honestly can't think of a way that would benefit the bitches it would be supposed to protect, because their owners generally don't give a stuff for the law anyway. :(

If the KC was on board,  and they wouldn't register pups from anybody without a licence it might help.
As far as I am aware having a licence does not prohibit whelping and rearing pups in the home, just the conditions in which the breeding bitches are kept.

Just needs the current rules on large scale breeders to be enforced, they weren't under the old rules and doesn't appear to be any different under the new ones.

I also think that ot is easy for councils to keep an eye on those who breed and register their litters, where those who sell unregistered litters will be hard to prove how many they had.

Sorry Diane,

I have just got back from Italy (seeing my new puppy). The council officer said that if neighbour's complained about the noise that was an entirely different department and then would be investigated, but I have lived here for 9 years with no noise complaints and I have less dog now than when I first moved into the house.

The person that reported that I was running a breeding establishment has shot themselves in the foot as the council will now be suspisiouse  (sp) of any other information submitted by these people, they even said that if I wanted the people's name that had complained to see citizens advice and they would advise me how to go about finding out there details in case of future harrasment from them.

The council were very nice helpfull people (this time)

Thanks for info, I was more in question of what was meant when they said 'if no objections were made a licence would be granted'
Where or what are 'no objections'. My neighbours complain if I breathe.Thanks .
