Last week I found 2 Collie puppies near starving on a roadside.  It appears they may have escaped from a breeder - although they are certainly not going back to them!

Does anybody have  any info on puppy farmers in Wales?

How do you know that they are from a puppy farm?  Maybe they were stolen by some sick people. Or am I gullible?

You must report these to the police, of course there are puppy farmers in Wales but like oliversmum says you have no idea if they are from somewhere like that or if they have been stolen or slipped out of someones garden and got lost or what.  Any puppy left to fend for itself would soon be in a poor state so that is no indication that they were ill treated from the start.  I doubt they would escape from a puppy farm if that is where they are from it is more likely they were dumped as surplus to requirements in which case there is no danger of the farmer tracking them down through the police.
