
Beagles are actually a very popular breed in the showring and there are plenty about at West country shows, but they largely have responsible breeders so they breed for their needs not to supply a pet market so going on a waiting list whould be the norm :D
If the bitch owner is seriously interseted in breeding then she ought to do a lot more research. Joining the local and National breed clubs for you both would be a good start. Getting advise from both yoru breeders will also help as they ahve the background knowledge that neither of you have. they will know the dogs in the pedigree, their faults and good points, to you they are jsut names.
Why don't you both find your local ringcraft class adn join and exhibit your pups to see how they compare against their rivals and to see if they develop into breding quality dogs. Only about 1 in 10 pups is likely to be of this quality no matter how illustrious the parentage. :D
