My partner and I have been looking into purchasing a small dog for a long time and we have concluded that we would like a Chihuahua. We have done an extensive amount of research on these dogs, but we have not been able to find out if "tiny tea cup Chihuahua's" really exist as different websites and books state different things. If they do exist, could anyone recommend a reputable breeder?

Recent thread on this very subject.
This is what a healthy smooth coat should look like at the bottom of the link is details of breed clubs who will put you in contact with responsible breeders who will sell you a healthy example rather than a weekling fashion fad :)

I give up on you people THERE IS NO SUCH THING!!!!!!!!!! and I owned a very small chihuahua and he was sadly killed. Teacup is a puppy farmers way of selling runt puppies for extortionate sums of money. If you want a chihuahua read up on the breed make sure they are right for you and get on some breeders waiting lists, btw smooth coats are in extremely short supply at the moment so be prepared to wait a while
