my rottweiler is 2 and a half we have had her hip scoored but they still have not come back yet will i still be able to breed her

Simple answer is NO , until you know the results don't mate her.

Not until you know she has a satisfactory score.

No not until you get her score back usually takes around 6 to 8 weeks.  I know it's an awfully long wait at the time but it's well worth it.

If the owner of the stud you are using is happy to let you go ahead before results are back then you should look for another stud dog. No reputable stud owner would agree to a mating without sight of the results of necessary health tests.

Depending on when she was hip scored if you ring your vet and explain she has come into season and you are wanting to mate her (possibly) sometimes they will ring the BVA and ask if they have been done yet.

Inconvenient as it may be there is really no rush to amte the bitch this particular season as she is oloy barely old enough for breeding anyway, for a large breed and in fact 3 years of age is a perfectly appropriate age for a first litter.

I fail to see the point of scoring your dog if you are not going to wait for the results upon which, presumably, your decision may rest?

Ditto..  why pay the money to do the test then mate her, results come back terrible and you are left with a load of pups you cannot sell..

Why the rush?
