
Thats very heavy for an adult Border. Borders are judged more on weight than height, I reckon about 16lbs is a normal male weight, many are a bit more, some are a bit less. Bigger made dogs will be heavier. Buying a pup is a gamble, there is no way you can guarantee what it will turn out like, so really your breeder is not at fault, however if they said "a bigger strain" then maybe you should of pointed out you were interested in showing, if you did, and was not aware of the size and weight of the breed then again you cant blame the breeder. You must be able to "span" a Border behind the shoulders, if you cant they are too big.
