It doesn't have to be a kennel? I have just been to see a litter of Border Collie puppies at a private house and I was appalled at the way these pups were being kept and the way they were handled. I have reported the owner to the RSPCA and I just hope something is done about it.

that's what's often referred to as a BYB - Back Yard Breeder, though it's a term usually used in America.  Same thing as a puppy farm really - I'm glad you reported them, that and no-one buying the pups are the only ways to really stop these people breeding their dogs, sadly.  Occasionally it's just that the people don't have a clue (or it was an accident and ehty can't handle it), but all too often it's people trying to make a few quid with the minimal outlay for the litter.

My rott X came from a BYB, they were not kept well - I should've walked away, but I couldn't leave her there.  If I could do it again I'd report them, then if the pups were taken to rescue I'd probably go get them from there!

Well I was hoping to have a follow up from the RSPCA for this but I have phoned them again as we have not had a reply from them but to also tell them that the person that was selling the first litter is at it again but this time with another litter at a higher price. I just hope that something is done this time and not left.
I am so sad at this going on in my village.

If the puppies were advertised for sale in a local newspaper (or anywhere else for that matter) then retain the advertisements and when you have five in a 12 month period then submit these ads to your local Council Environmetal Health Department. Anyone that breeds more than four litters in a 12 month period is required to be licensed as a dog breeder by the local Council. They can prosecute for unlicensed breeding. If the conditions are really bad then hopefully they would not meet the licensing criteria and not be granted a licence. 
Are you sure the person is breeding or are they 'buying in' the puppies to resell?
I hope the RSPCA return your call and visit the premises but if they are denied access then they will need to apply for warrant through the Courts if they suspect that illegal breeding (together with the licensing officer) to enable them to enter the premises.

Just a difference of scale.  One badly bred litter multiplied by lots of thoughtless breeders is far worse 9in some ways.  Some of these people shirk their responsibilities to the pups and the new owners by saying we are not breeders!

A good breeder who carefully breeds a number of litters is often looked down on as commercial by this type of person who slaps together any two dogs that reseble the breed they purport to be and offer the bred and new oners nothing they couldn't get from an accidental crosbreed at the dogs home.
