Lorna,
If you are really set on getting an orange and white bitch, you may end up with quite a long wait and it is unlikely that the breeder would need to ring round to find a buyer.
The great majority of working cockers are black or liver, often with varying amounts of white on them. Most working cocker breeders breed for working performance rather than colour, so the more unusal colours just tend to 'pop-up' rather than being deliberately planned. The paler lemon and lemon and whites seem to occur more frequently. Even those breeders that do strive to produce certain colours can end up with some surprises, and often disappointment.
An orange and white could end up registered as lemon and white, gold and white or red and white depending on what the breeder decides to register them as! I doubt many working cocker breeders ever consult the breed standard or worry about what the official term should be!
If you'd like to register I'd be happy to pm you details of some websites where working cockers are often advertised. Also, I could give you the details of a few FTCh stud dog owners, whose dogs tend to throw those types of colour. They may have pups available or know of some on the way.
Best of luck!
