Hi Kerrie
Try this site www.sunsong.co.uk as it has a puppy/ breeder section and also all the breed clubs secretaries contact details are listed,  they often know where there are puppies, or who has mated a bitch.Your best bet is to contact a breeder and get on their waiting list,  explain your previous problems. They don`t have big litters to start with and genuine breeders who are only breeding for themselves and  to ensure the continuation of their breeding line would never garantee you a puppy. As often happens once the puppies are born because of their size, they are able to run a few puppies on to assess their virtues and take there time in choosing which they want to keep to show.
It is easy to get impatient and buy the first you see when your chosen breed is not readily available, which is as it should be.Its better to wait and buy from a reputable breeder than one who always seems to have puppies available and is just beeding to supply demand.Hope you don`t think I`m preaching but dachshund live a long time so its beter for you and the dog to have a happy healthy life together.
