Over the last twelve months I have noticed a huge increase in the number of "dog walkers" in my area with far more dogs that they can possibly control. In fact, I had an incident where pack mentality took over and was very frightening for both my dog and me.

Is there not some sort of legislation or registration that you should follow, like childminding, that states how many dogs any one person can reasonably control if it is a business?.

I have nothing against walkers and think they can provide a valuable service but feel that they should "walk" the dogs rather than just allow them to charge around, unchecked and intimidating other dogs and their owners. Am I alone?

Epping Forest has recently announced that they consider that one individual shouldn't be in control of more than 4 dogs, in order to stay within the Forest bye-laws.
