Has anyone ever had problems with bitch owners, someone came and used my dog, and when the bitch was 5wks in whelp they decided that they wanted to export puppies  I myself have never exported and dont personally dont want any of my line going abroad so to cut a long story short I have said that if they intend sending these puppies abroad i wont sign the papers. The kc says I have the right not to sign as no prior verbal or writen agreement was made, just wondered if anyone else had come accross this in the past and how best to deal with the situation.

It is always wise to ask the bitch owner to sign a "use of stud dog agreement".  This then prevents anything like this happening.

Did you not ask the bitch owner if they had already got bookings for their pups and where they would be going?  I wouldn't sign the papers either.

To add a differnet side to this, i beleive the bitch owner has the right to have the papers signed , they entered into a agreement with you to breed registered puppies from your stud. which you agreee to by allowing you stud to impregnate there bitch.
by not signing the papers all you would achieve is yet another unregistered litter ending up in potential unsuitable homes as the breeder will not be able to place them due to the lack of registration,
I understand you not wanting the export but you have left this to late to iron out! this problem A agreement should have been sorted before you mated there bitch.
I would try and discourage the export or if not help in vetting these potential homes  or finding more suitable homes over here, and finally learn from you mistake and get it down in writing next time. the key to achieving sucsess in this will be to try and keep a amicable relationship with the bitch owner.
I hope you manage to get this sorted :)

I must admit with just the situation as portrayed with no additional infop I think it most unfair of the stud dog owner to try and control where pups are homed to if this wasn't part of the agreement for using the dog at time of mating.  If such an agreement was made then it shouold have been in writing, as it is not usual for a stud dog owner to have this much say over what the bitch owner does with the litter, other than if a pup is the stud fee.

This is the downside of owning stud dogs, little or no say in how they are reared or where they go, the up being that you don't have the hard work reaing the pups.
