My friend has just informed me her Westie has eczema all over, yet the vet didn't prescribe anything even when she spent over £100 on 2 visits.  Can anyone offer any advice, apart from going to another vet, what shampoo could she use (Tea-tree?), what foods to avoid, does Primrose oil given in food help??

It could be diet related. I have used Green Tea with good results for the skin but the inside needs to be treated as well ie. diet.  A friend of mine had terrible problems with one of his westies and was advised  by someone to speak to Neil of Natural Choice who recommended a change of diet and he hasn't looked back. I saw the dog a couple of months ago and she looked a different dog, gleaming coat etc.  You could try joining the forum and you would receive a lot of good advice from people who have had a similar problem.
