
Breeders who care about the long-term welfare of their puppies have to be convinced by the prospective purchaser that they are the best person for the puppy. Endorsements are put on registrations in an attempt to protect the puppy, and are often lifted at a later date. If the prospective owner gives the impression that they may be potential puppy farmers in disguise, then a reputable breeder will turn them away. Breeders don't
have to sell their pups at all, if they choose not to! Puppy farmers, however, couldn't give a toss who buys their pups, as long as they hand over the dosh.
The only people who keep puppy farmers in existence are the people who buy from them.
