At 10 weeks she still has no proper bladder control so although to normal folks she seems to be in her bed for a very short time and is toileted late at night and first thing in the morning it is probably still too long a period for her to hang on :-( Puppies do generally try not to wet their own sleeping area and crates are a great help but try not to expect too much too soon.
I have water bowls in every room in my house and also in the puppy crate overnight - but what I wouldn't do is feed a *liquid* meal so late as 9-00 pm. Personally I'm one of several people on here who would not ever give milk to a puppy (or adult) anyway so basically mine don't have large drinks - only free access to water which they tend to use simply to quench their thirst. Cutting out the milk drink will probably help you overcome this stage more quickly. If you think she needs somethng else in her tummy simply give her a little more of her puppy kibble (or whatever you are feeding normally) to stop her being hungry :-)
